My only guess is that Bethesda might've not done enough play testing for later levels as the game is fairly well-balanced early on (Up until about level 10). Can I just say how much I despise Oblivion's scaling? Like, I'm willing to let random bandits wearing glass armor slide just because it's fucking hilarious, but what in the world was Bethesda thinking? Even at maxed stats, the hardest enemies are still absurdly powerful at minimum difficulty.
So I ended up installing a mod that makes all stat-ups +5.
I reached the point where even at minimum difficulty, enemies were absurd.
